Yes—according to Utah DNR regulations, kids 8+ can operate off-road vehicles with proper certification and supervision.
Supervision can look like two things:
Most places (especially ATV & UTV rentals) avoid the issue entirely—they don’t let minors operate at all. Some even require riders to be 21+.
